Introduction

The Public Works Department (PWRD) is one of the oldest and most important Departments of Government of Assam. The principal function of the Public Works Roads Department (PWRD) is to develop and manage the state road infrastructure for providing connectivity and efficient transportation. It undertakes construction and maintenance of roads, bridges, culverts in the state. In Lakhimpur District, there are two Divisions under PWRD, viz. (i) Lakhimpur, Ranganadi & Bihpuria Territorial Road Division with jurisdiction in Lakhimpur, Ranganadi & Bihpuria LAC and (ii) Dhakuakhana & Naoboicha Territorial Road Division with jurisdiction under Dhakuakhana and Naoboicha LAC

Our History

The Assam Public Works Roads Department was established during the pre-independence year of 1880. Initially, it had the responsibility of development, construction, and maintenance work for all public infrastructure. In the year 1956 the Embankment and Drainage (E&D) was separated out and established as an independent Department. Thereafter, the Irrigation Department and Public Health Engineering Department has also separated out. Since then, Assam PWD has undergone considerable changes. To ensure efficient functioning, distribution of the increasing workload and to provide more focus on the development works, Assam PWD was further bifurcated into Public Works Roads Department and Public Works Building & NH Department in the year 2010.

Our Mandate

The Public Works Roads Department is mandated to manage the road network of the State, which involves development and maintenance of the state road network. The state road network comprises of the state highways, major district roads, urban roads and the rural roads. The management of the road network includes managing the works executed through contractors. The works are taken up under different schemes and projects from various sources of funding including the state budgetary resources, central government schemes, externally aided projects, deposit works, etc. In addition to construction of regular road works, bridge works, ROBs, Flyovers for providing connectivity and transportation needs, the Department also undertakes flood restoration work and landslide works for restoration of damages caused by disasters. The Department also undertakes road safety improvement works to reduce road accidents.

Key Programme and Schemes

The major schemes implemented by the department include:

  1. Asom Mala: - Asom Mala is a long-term perspective of the Department for fuelling economic growth as well as improving road infrastructure towards Sustainable Development Goals and achieving the Assam Vision 2030. It was formally launched by Hon’ble Prime Minister of India Shri Narendra Modi in 2021. The prime objective of Asom Mala is to construct “High Speed Economic Corridor”.

 

  1. Pradhan Mantri Gram Sadak Yojana (PMGSY): - The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a nationwide plan in India to provide good all-weather road connectivity to unconnected villages. It focuses on connecting unconnected habitation with populations of 500+ in plain areas and 250+ in hilly areas by constructing robust all-weather roads.

Rural Infrastructure Development Fund (RIDF): - The main objective of NABARD funded RIDF is to promote balanced and integrated economic development of rural areas of Assam by constructing roads and bridges in a phased manner.. The Public Works Roads Department prepares the detailed project reports for sanction by NABARD for road and bridge construction works for improving rural connectivity. The department also implements the works. The detailed project reports are submitted through the State Finance department.

 

  1. Construction of ROBs with 50:50 Cost Sharing Basis: - The objective of this scheme is to construct ROBs over Level Crossing. The cost of construction including land acquisition is shared by Govt. of Assam and NF Railway.

 

  1. Mukhya Mantrir Pakipath Nirman Achani: - The objective of this scheme is to construct provide connectivity to unconnected rural habitations with single lane all-weather roads.

 

  1. Mukhya Mantrir Unnoto Pakipath Nirman Achani: - The objective of this scheme is to upgrade existing single lane roads into intermediate/ double lane roads to accommodate the increasing vehicular traffic density.

 

  1. Mukhya Mantrir Path Nabikaran Achani: - The objective of this scheme is to improve, repair and restore existing damaged roads.

 

  1. Mukhya Mantrir Mathauri Pakikaran Achani: - The objective of this scheme is to construct all weather roads over embankments for improved connectivity and transportation facility.

 

  1. Mukhya Mantrir Nagariya Pakipath Nirman Achani: - The objective of this scheme is to develop Urban Local Bodies and Municipalities by construction of roads, drains and culverts.   

Achievements

  1. Construction of RCC Bridge No. 5/1 over river Ranganadi at Phatasutighat on Panigaon Kharkati Ahomoni Mirigaon Road under SOPD-G for the year 2020-21:- Construction of RCC Bridge over River Ranganadi of length 370.68 metres constructed at a project cost of Rs. 26.21 Crore

Future Plan

Upcoming projects for Lakhimpur District:-

  1. Construction of ROB at LC Gate No. RM-257 at Nakari on Rangajan and under Construction of ROBs on 50:50 Cost Sharing Basis. [Pkg. No.- ROB/RM-257/ASSAM/NAKARI/01]: - Construction of Road Over Bridge at Nakari Level Crossing is under construction and targeted to be completed by December 2025.

Improvement and upgradation of Road from Gubrisali Changmai to Dijoo Pathar from Ch.0.00m to Ch.6803.00m under ASOM MALA 2.0 for the year 2023-24, (Package No. ASOM_MALA_2.0_23_24_18):- Construction of double lane road from Gubrisali Changmai to Dijoo Pathar including construction of RCC Bridges is under construction and targeted to be completed by April 2026

  1. New Proposal for Asom Mala 3.0: -  Road from NH-15 at Na Ali to Kalitagaon Chariali via Hindugaon and Khaga (From Ch.0+00 KM to Ch. 12+500 KM). Project Length of 12.50 KM has been proposed from NH-15 at Na-Ali from Bhimpara Embankment and ends at Kalitagaon Chariali leading to SH-21 which is proposed to be upgraded into NH. This proposed road will connect both the ongoing Assam Mala 1.0 Road connceting Ghunasuti, Bebejia, Dhakuakhana, Ghilamara and Majuli to Lakhimpur and further connect another upcoming NH originating at west side of Lakhimpur and leading to Majuli and Jorhat via Lohit Khabolu. It will create an outer ring road network that will act as a bypass for vehicular traffic movement for North Lakhimpur Headquarter.
