 History of the Inspector of Schools (Lakhimpur District Circle):

According to the Lakhimpur District Gazette, the first school in the district was established at Dibrugarh in 1840, which later grew into a prominent high school. In 1842, a school was also opened in North Lakhimpur. However, by 1853, the district had only six schools with 270 enrolled students. These schools were located in Dhakuakhana, Bardalani, Saikhoa, and Tengakhat, alongside those in Dibrugarh and North Lakhimpur.

Progress in education was initially slow. By 1864, the number of government schools had not increased, and student enrollment had dropped to 169. Despite this, a mission school in Dibrugarh flourished with around 70–80 students. Between 1864 and 1874, the educational landscape improved significantly with major developments across the system.

At that time, the only high school in the district was situated in Dibrugarh, offering education up to the Entrance level as prescribed by the University of Calcutta.

          Historical Overview:

  • In 1971, the Inspector of Schools office was located in Dibrugarh and held jurisdiction over Lakhimpur districts.
  • In 1977, the Inspector of Schools for Lakhimpur District was officially separated from Dibrugarh and established its own office in Lakhimpur.
  • At that time, the office had administrative control over 154 Provincialised Secondary Schools and one purely government school — Lakhimpur Government Higher Secondary School. This jurisdiction extended across the undivided districts of Lakhimpur and Dhemaji.


  • In 1993, the Inspector of Schools, Dhemaji District was separated from Lakhimpur, and 46 secondary schools were included in the newly formed jurisdiction.

 

As of the current date, under the Lakhimpur District Circle, a total of 294 schools function under the Secondary Education Department. These include:

  • 219 High Schools
  • 58 Higher Secondary Schools
  • 17 Senior Secondary Schools

In terms of staffing, the total sanctioned cadre strength under Secondary Education is 6,837 posts, out of which 4,579 staffs (Teaching & Non Teaching Staff) are currently in position and actively engaged in the teaching-learning process.

Samagra Shiksha Abhiyan (SSA)

  • Launched: 2018 by the Ministry of Education (formerly MHRD), Government of India.
  • Objective: To ensure inclusive and equitable quality education from pre-school to class 12.

Key Features

  • Integrates three schemes:
    1. Sarva Shiksha Abhiyan (SSA) – for elementary education
    2. Rashtriya Madhyamik Shiksha Abhiyan (RMSA) – for secondary education
    3. Teacher Education (TE) – for improving teacher quality
  • Holistic approach to school education (Preschool to Class 12)
  • Emphasis on:
    1. Learning outcomes
    2. Digital education (ICT)
    3. Gender and social equity
    4. Vocational education
    5. Inclusive education for CWSN (Children with Special Needs)

KEY PROGRAMME AND SCHEMES UNDER SECONDARY  EDUCATION DEPARTMENT

COLABORATION WITH INSPECTOR OF SCHOOLS & DISTRICT MISSION COORDINATOR UNDER   SAMAGRA SHIKSHA ABHIYAN

AAROHAN 

Government has initiated a series of ambitious programmes to improve the quality of Secondary Education segment. 'AAROHAN', is one such initiative, for the identification of talented students from the remote, rural and poor families for the mentoring and monitoring of their academic career. A web portal on 'Aarohan' has already been launched.

 

Free Bi-Cycle 

Distribution of free bicycles to BPL Girls students upto Classs-X studying in Govt. and provincialized High/Higher Secondary School” 

With an objective of reducing the dropout rate of Girls students at Secondary level and to increase enrollment of Girls, Govt of Assam is providing free bicycles to school going Girls up to Class-X studying in Govt. and provincialized High/Higher Secondary Schools. Increasing Mobility and Socialization are the positive outcomes that has been observed amongst the school going girls. This has resulted in easy transportation for the Girls.

 

Waiving of Admission Fees:

 Waiving of Admission Fees for the students in Class XI in all Higher Secondary Schools/Colleges provided that the income of their parents is below or Rs.1.00 lakh (Rupees one lakh) only per annum from all sources.

 

 

 

 

 

Free Uniform Distribution:-

Objective:

To promote equity and access to education by providing free school uniforms to students from economically weaker sections, ensuring no child is deprived of schooling due to lack of basic amenities.

Target Beneficiaries:

  • Students of Classes I to VIII

  • Enrolled in government and provincialized schools under Assam

  • Belonging to economically disadvantaged backgrounds, especially BPL families, SC/ST/OBC, and minorities

Key Features:

  • Two sets of uniforms per academic year

  • Distribution is done before the new academic session to ensure timely use

  • Part of Samagra Shiksha Abhiyan (SSA) Assam

  • Promotes regular attendance, retention, and reduction in dropout rates

  • Boosts self-esteem and sense of equality among students

Implementation:

  • Managed by School Management Committees (SMCs) or designated vendors based on government guidelines

  • Funds are released to school authorities for procurement and distribution

  • Monitoring by Block and District Education Officers


Mid-Day Meal Scheme:-

Objective:

To improve nutritional levels among children and increase enrollment, retention, and attendance in schools.

Target Group:

  • Students of Classes I to VIII
  • Enrolled in government and provincialized schools, including EGS/AIE centers under SSA

Key Features:

  • One nutritious cooked meal served on all working days
  • Covers primary (I–V) and upper primary (VI–VIII) levels
  • Implemented under the National Programme of Mid-Day Meal in Schools (NP-MDMS)
  • Includes provision of rice, pulses, vegetables, and oil (as per caloric and protein norms)

Nutritional Norms:

  • Primary (I–V): 450 calories & 12g protein
  • Upper Primary (VI–VIII): 700 calories & 20g protein

Objectives in Assam Context:

  • Encourage children from marginalized sections to attend school
  • Reduce classroom hunger
  • Promote social equity (children from different backgrounds eating together)
  • Support local Self Help Groups (SHGs) and women's groups for meal preparation

Monitoring & Improvements:

  • Monitored by School Management Committees (SMCs) and Block Education Officers
  • Use of Mobile Monitoring System (MMS) for transparency
  • Introduction of egg meals once a week in some districts

 

 

               Implementation of GUNOTSAV:

Govt. of Assam has also decided to implement the Gunotsav in all the Govt/Provincialized High/ High Madrassa schools across the state as done in the Primary and Upper Primary level. The detail plan for implementation of Gunotsav is under process. There may be two types of evaluation- one for academic evaluation of the three core subjects i.e. English, Science and Mathematics and another for co-curricular activities done in the schools. The infrastructure given in the schools will also likely to be identified through the Gunotsav programme.

 

Physically Disability Scholarship:

Under this scheme students having Physically Disability are given scholarship @ Rs. 300/- per month studying in class IX-X and @ Rs. 350/- per month studying in class XI-XII.

 

 

National Means-cum-Merit Scholarship (NMMS)

The National Means-cum-Merit Scholarship (NMMS) is a Central Government scholarship scheme launched by the Ministry of Education (formerly MHRD) in 2008. Its main objective is to support meritorious students from economically weaker sections and reduce dropouts at the secondary level (after Class 8).

Key Points:

  • Eligibility:
    Students studying in Class 8 in government, government-aided, or local body schools.
    The student’s annual family income must not exceed ₹3.5 lakh (varies by state).

  • Selection:
    Through a state-level examination conducted by the respective State Education Departments, which includes:

    • Mental Ability Test (MAT)

    • Scholastic Aptitude Test (SAT)

  • Scholarship Amount:
    ₹12,000 per year (₹1,000 per month) from Class 9 to Class 12, subject to satisfactory academic performance.

  • Renewal Criteria:
    Students must:

    • Score at least 55% marks in each academic year (5% relaxation for SC/ST).

    • Maintain regular attendance and discipline.

Objective:

To encourage bright students from low-income families to continue their education and prevent dropouts after Class 8.

 

 

 

 

Anundoram Borooah Cash Award Scheme (ARBAS):

The Anundoram Borooah Cash Award Scheme is an initiative by the Government of Assam, launched in 2005, to promote digital education and encourage academic excellence among high school students.

Key Points:

  • Objective:
    To motivate students by recognizing their academic performance and supporting them with digital tools for further studies.

  • Award Amount: Rs. 15,000/-

  • Launched By:

  • Government of Assam under the Department of School Education.

 

 


 National Scholarship Portal (NSP) 

The National Scholarship Portal (NSP) is a digital platform launched by the Government of India under the Ministry of Electronics and Information Technology (MeitY) to provide a single-window system for applying, processing, and disbursing various scholarship schemes.

Key Features:

  • Objective:
    To ensure transparency, efficiency, and speedy disbursement of scholarships directly into the bank accounts of eligible students through Direct Benefit Transfer (DBT).

  • Website:

  • Who Can Apply:
    Students from SC, ST, OBC, EWS, and Minority communities, and meritorious students from various educational levels (from Class 1 to post-graduation).

  • Types of Scholarships on NSP:

    • State Schemes (offered by different state governments)

               “Nijut Moina Asoni" – a scheme launched by the Government of Assam:

“Nijut Moina Asoni” (translated as Mission One Million Daughters) is a flagship scheme launched by the Government of Assam in 2024 to empower the girl child through education and reduce child marriage in the state.

Key Objectives:

  • To support the education of girl students from Class 11 onwards.

  • To prevent child marriage by encouraging girls to stay in school.

  • To improve female literacy and create equal educational opportunities.

Key Features:

  • Financial assistance is provided to girls enrolled in Class 11 in government and provincialised schools/colleges.

  • Support is aimed at covering expenses like tuition fees, books, uniforms, transportation, etc.

  • The scheme targets 1 million (10 lakh) girl students over a period of time.

Eligibility:

  • Girl students must be enrolled in Class 11.

  • Must belong to Assam and study in government or provincialised institutions.

  • Must meet age and academic criteria as per official guidelines.

Kritagya Portal –

The Kritagya Portal is an initiative by the Government of Assam aimed at creating a centralized digital platform for tracking and managing public grievances, feedback, and service delivery under various government departments.

Key Objectives:

  • To ensure transparency, accountability, and citizen-centric governance.

  • To enable citizens to submit grievances and feedback related to public services.

  • To track the status of complaints and ensure timely redressal by authorities.

Key Features:

  • Citizens can register complaints or suggestions online.

  • Real-time status tracking of submitted grievances.

  • Helps in improving government service delivery through public participation.

  • Available in both web and mobile formats for easy access.

Who Can Use It:

  • Residents of Assam using government services such as education, health, transport, PDS, etc.

           Pragyan Bharati Scheme – 

The Pragyan Bharati Scheme is a comprehensive initiative by the Government of Assam aimed at promoting higher education and supporting meritorious students through various benefits.

Key Components:

  1. Dr. Banikanta Kakati Merit Award (Scooty Scheme):

    • Objective: To encourage academic excellence among higher secondary students.

    • Eligibility: Students securing 80% or above in the Higher Secondary Final Examination conducted by the Assam State School Education Board (ASSEB) in 2025.

    • Benefit: Provision of a scooter (electric or petrol-based) to eligible students.

Recent Updates:

  • In 2025, the eligibility criteria for the Scooty Scheme were standardized to 80% for all students, irrespective of gender. Previously, the cutoff was 60% for girls and 75% for boys. This change has led to protests from students advocating for the restoration of the earlier criteria. 


Shiksha Setu Axom – 

Overview:
Launched by the Government of Assam, Shiksha Setu Axom is a comprehensive digital platform designed to manage and monitor the state's school education system. It provides real-time data on schools, staff, and students, facilitating efficient administration and decision-making. 

Key Features:

  • 360-Degree Information Management: The portal offers detailed data on school infrastructure, teacher and student profiles, attendance, and academic performance.
  • Real-Time Attendance Tracking: Utilizes AI-based systems to monitor daily attendance of both students and teachers, enhancing accountability.
  • Online Leave Application: Facilitates digital submission and approval of leave applications for staff and students, streamlining administrative processes.
  • Student Enrollment Management: Enables efficient tracking of student admissions and transfers, ensuring accurate enrollment records.
  • Performance Monitoring: Provides analytics and reports on various performance indicators, aiding in policy formulation and resource allocation.

Teacher Transfer Management System (TTMS) – 

 

The Teacher Transfer Management System (TTMS) is an online platform launched by the Government of Assam to streamline the transfer process of teachers in government and provincialized schools, aiming to enhance transparency, efficiency, and maintain optimal Pupil-Teacher Ratios (PTR) across the state.

Key Features:

  • Online Application Process: Teachers can apply for transfers through the TTMS portal, eliminating the need for physical submissions. 

  • Service Profile Submission: Teachers must create and submit their service profiles, detailing personal, academic, and professional information. 

  • Transfer Types: The system facilitates both mutual and single transfer applications. 

  • Eligibility Criteria:

    • Teachers with a minimum of 10 years of service are eligible for transfer applications.

    • Differently-abled teachers can apply after completing 2 years of service.

Required Documents:

Applicants need to upload the following documents (each not exceeding 300 KB):

  • TET Marksheet cum Certificate

  • D.El.Ed or B.Ed Marksheet

  • HSSLC Marksheet

  • Graduation Marksheet

  • Proof of Date of Birth

  • Appointment Letter

  • Note: Teachers who joined before September 3, 2001, are exempted from uploading TET and professional qualification certificates.

Additionally, applicants must upload:

  • A clear passport-size photograph

  • A scanned copy of their signature 

Application Grounds:

Transfers can be requested on various grounds, including:

  • Medical treatment for self or dependents

  • Looking after elderly parents

  • Spouse in a different location

  • Safety and security concerns

  • Completion of 10 years of service

  • Change of address due to marriage

  • Any other justifiable reason
